Declustering spatial data

Is there a tool to 'decluster' spatial data to adjust for preferential sampling?

e.g. the data may have been sampled preferentially, with a higher density of sample points in some places than in others

I don't think there's anything designated for that purpose, but you might achieve the effect you want with a weighting variable which is inversely proportional to the density. One way to get (2D) density values is via Bivariate > Nonparameteric Density > Save Density Quantiles.
