Original good script:

target progress is a percent, above script is workabel for old criteria of Actual Progress >= :Target Progress,
but now we want to change to actual>=(target progress-10%) then is ok. Pls checke why below is not work and how to edit below?

If I am understanding your question properly:

Percent values are stored in JMP as proportions, and displayed as percentages.  Therefore, the numerical value of 10% is .1.  Below is your script modified using the .1 value

	Numeric,
	"Continuous",
	Format( "Percent", 12, 0 ),
	Formula( :Actual Training Time / :Required Period )
);
 
New Column( "Meet Goal",
	"Numeric",
