Changing the Orientation of Axis Labels Inside the Axis

A co-worker was struggling today to make chart with multiple reference lines. It's the kind of chart where the labels need to be vertical for readability, but I found when helping her that if I changed the Label Position to anything other than Outside, the orientation setting would not stick.
