Opening an Application Reference file from JMP

I have an application on my Windows PC, which is started up by running a file who's file property says it's Type of File is: Application Reference ( appref-ms ).

 

Attempts to reference from Run Program() come back with a message indicating that no file was found.

 

Does anyone have a solution?
