You can change the behavior and go back to the Hidden menu and toolbars.  To to 

     File=>Preferences=>Windows Specific

Look at "Auto-hide menu and toolbars"

You can change the behavior and go back to the Hidden menu and toolbars.  To to 

     File=>Preferences=>Windows Specific

Look at "Auto-hide menu and toolbars"
