Upload Addin button is missing

If you hover over the File Exchange option under "Community" and select "Add-ins", the next window that pops up has the "Upload Add-in" button.  However, if you insead click on "File Exchange" and then from the next window that pops up, select "Add-ins" the window that pops up does not have the "Upload Add-in" button.

This was fixed a while ago (sorry I can't give the exact date, and I'm sure you've noticed), but I wanted to make the answer official here as well.
