Include VIF in Evaluate Design

VIF values can be found in Fit Model output, but not in Evaluate Design output.  Since VIF is not a function of Y, it would make sense to also show VIF values in Evaluate Design.  (One could generate random Y data to get VIFs in the Fit Model output, but maybe we shouldn't have to go through this extra step to see VIFs when creating experimental designs.)

The VIFs reported by Fit Model are affected by the effect coding used to estimate categorical effects, so the DOE VIFs can be different for categorical factors. Instead, in the DOE platforms, including Evaluate Design, we report the Estimation Efficiency by reporting the percent increase in the length of the confidence intervals on the parameter estimates.
