Add ability to skip commented lines during text-file import

We import text files all the time that have a variable number of comment lines at the top starting with "#".

Please add a way for JMP to ignore these lines when importing text files so we don't have to pre-process them.

Even better if there were a way to read the column names out of the line that starts with a given string, e.g. "#n".
