Space Filling Design - Fast Flexible Filling

I applied a couple constraints when running a Space Filling DOE and it performed pretty well. However, the algorithm "Fast Flexible Filling" is a bit cryptic. Where can I find documentation that expounds on the algorithm/methods behind "Fast Flexible Filling"?
