Changing the Orientation of Axis Labels Inside the Axis

A co-worker was struggling today to make chart with multiple reference lines. It's the kind of chart where the labels need to be vertical for readability, but I found when helping her that if I changed the Label Position to anything other than Outside, the orientation setting would not stick. If I select Vertical, it only works on the outside labels. So you get a mix of horizontal and vertical labels. In this case, we want them all to be vertical, whether it's inside or outside the axis.
