Add script encryption to jsl functions

Allow me to write scripts that can encrypt other scripts to simplfy add-in building protecting IP

Yes I have a question: if it is "such a great idea", why not pursue it?

@pauldeen In order to ensure compliance with US export law and various import laws worldwide we do not plan to change or enhance the current encryption capability. We appreciate the interest here but it is not something we can take on in the current regulatory environment.
