Yes, strength relative to the other effects in the model. BTW, I always recommend you do these plots with a saturated model.
Also of note, if the signs of the factor settings are meaningful (i.e., continuous factors), then you can use normal plots and take advantage of the directional vector. A paper to read if you don't have access to his excellent book:
