Linking Data filters

How do I link a data filter? 

For example, I have multiple BouleIDs in different Programs as shown in the screenshot.

When i select a program, I want only the BouleIDs specific to that program to be visible in the BouleID data filter.

Currently whether I use the AND, or OR conditions, it shows all BouleIDs regardless of what program I selected. 

Is there a way to do that without scripting?

This is a basic data analysis platform feature.

You can set the filter to "conditional" using the red triangle menu.
