Alternate Alignment (2nd attempt)

I wanted to take a look at an alternative alignment for the tags that appear to the right of the list of discussions.  They are aligned with the top of the tabbed section - I've taken a look at aligning then with the main body - to me it looks much more attactive.  See attached

Nice. We'll see if we can make like that. Although the tab box may be moving down the page in favor of a more complete listing of topics. Stay tuned.
