Control Chart Builder: Need to Specify a Mean and Sigma to Get Specific Control Limits

Currently, the only way I can specify a mean and sigma different from the values calculated from a data series is by using the Add STATS feature in Legacy Charts.  I tried Control Charts and Control Chart Builder, but I could not find a way to specify a mean and sigma to get specific control limits. This feature is important in order to compare historical behavior in a consistency chart to new data going forward, as shown in Wheeler’s book EMP III.
