The alarm count just goes away once you have linked to it

If I get a notice that I have 5 alarms, and I click on my user ID to go to them, it just resets the alarm count to zero, even if I don't read any of the alarms, or if I read one or two of them.  The count should be adjusted only when an alarm is read for the first time.
