filter deletes reference lines

i worte a  script that creats around 40 bivariate plots. there are 4 tabs (major tabs) that each has 3 tabs under it and then there are the graphs. each of the 4 major tabs has it own data filter.

my problem is that when ever i use a filter the refrence lines under that tab vanish.

my plots are created like this:

Table group 1 = expr(
DT << Fit Group(
Bivariate( Y( :y_axis),X( :X_axis ), Automatic Recalc( 1 ),
Dispatch(
{},
"2",
ScaleBox,
{Min( 75 ), Max( 85 ), Inc( 1 ),
Add Ref Line( 79, Dashed, "Medium Dark Red", "LCL", 2 ),
Add Ref Line( 80, Dotted, "Medium Light Gray", "Target", 2 ),
Add Ref Line( 81, Dashed, "Medium Dark Red", "UCL", 2 )}

),
Dispatch(
{},
"Bivar Plot",
FrameBox,
{Frame Size( 328, 256 ), Row Legend(
TOOL,
Color( 1 ),
Color Theme( "JMP Default" ),
Marker( 0 ),
Marker Theme( "" ),
Continuous Scale( 0 ),
Reverse Scale( 0 ),
Excluded Rows( 0 )
)}
),
Dispatch( {}, "Smoothing Spline Fit", OutlineBox, {Close( 1 )} )
);

the filter are created like:
Filter = expr(
Outline Box( "Data Filter",
Filter = UPA_Data << Current Data Table() << Data Filter(
Add Filter( columns( :filter 1, :filter 2 :filter 3) ),
Mode( Show( 1 ), Include( 1 ) )
)
)
);

 there are a few tables in each table group.

and they are combined like this:

"Major tab 1",H List Box(
Tab box(
"miner tab 1",H List Box(V list Box(Table group 1)),
"miner tab 2",H List Box(V list Box(Table group 2)),
"miner tab 3",H List Box(V list Box(Table group 3),V list Box(Table group 4))
),Filter)

if someone can help me figure out how to make sure filters dont erase the refrence lines i would appreciate it
