Custom DOE Factor Constraints for Col Sum

Hi, 

I am designing an experiment where the physical availability of some inputs is limited.  Is is possible to use Factor Constraints to account for this?

 

For example, in the DOE below, is it possible to add a Factor Constraint such that 

 

Sum(X1 == -1) <= 2

or 

Col Sum(X1 == -1) <=2 

 

I am using JMP12.  Thanks!
