Confusion regarding utility of value labels

Hello,
Let's say I have a column of data with numerical values from 1 to 10, and I want to analyze a number of factors according to grouped values in this column. I've assigned the following value labels to the column:
'1 to 5'
'6 to 7'
'8 to 10'

Now I go to Graph Builder and set this column as 'Group X'. Instead of using my assigned value labels for grouping the data, Graph Builder uses:
1-2
3-4
5-6
7-8
9-10

Why isn't Graph Builder using my assigned groupings? How should I be approaching this?

Note: I should add that my first instinct was to create a new column using a formula to generate these groupings from the data in my original column; however, in attempting to do so, I learned that I can't use Conditional functions to create values that are a different data type than the original (in other words, numerical to character), so this appeared to be a dead end.

I made a new column with the formula editor.

If(
:Column 1 == 1, then "L",
:Column 1 == 2, then "L",
:Column 1 == 3, then "L",
:Column 1 == 4, then "L",
:Column 1 == 5, then "L",
:Column 1 == 6, then "M",
:Column 1 == 7, then "M",
else "H"
)
