scroll bar issue in Windows 10?

Does/Did anyone have the similar issue with scoll bar? everytime I drag the scroll bar, it keep rolling slowly for a long time after I release the mouse... make the work much harder...

This was reported in earlier versions of Windows but I have not heard of this in Windows 10. Are you scrolling a data table or some other report window? It would be useful to know if it always happens, or only with certain tables/reports. Also, are you dragging the scroll slider, clicking the up/down buttons, or using the scroll wheel?

Thanks. It always happens when I try to scoll data table by using mouse. Scroll wheel seems to work well.
