    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Note that the 'State' column has a yellow 'label' icon next to it. This is what produces the tooltips that appear when you hover over a state. To get persistent labels, you need to also label rows.
